Runexch.com attempts to tackle that problem by presenting you with a fair and unbiased swapping rate.  We are able to do this through the Runescape Bond pricing on the Grand Exchange (GE).  You see, both games, Runescape 3 and Old School RS have the same item (Bonds).  And each game has Bonds priced in their respective currency on the Grand Exchange.  By comparing the values of the same item on different games, we can get an indirect exchange rate.  It's similar to how people use the US Dollar in financial markets to calculate the exchange rate between two different currencies.
